Morning digest: October 28, 2026
Ripple now has a federally chartered trust bank to hold the reserves behind its RLUSD stablecoin, and RLUSD went live on Robinhood’s chain and Bitstamp the same day. Janus Henderson put a Nasdaq-100 tracker fund on Stellar, and an MEV bot beat a hacker to $7.45 million on Avalanche. Health leads with athletes and protein, plus a small trial on why a late dinner changes overnight fat burning. Locally, the Iwo Jima statue case has gone federal, and Prince William shelter dogs got a red carpet and marigold garlands. The Fed decides at 2 p.m. ET.
Blockchain: Ripple’s big day, Nasdaq-100 on Stellar, a bot beats a hacker
Ripple gets a federally chartered trust bank. The OCC, the federal regulator for national banks, gave final approval to Ripple National Trust Bank. It will hold and act as trustee for the reserves behind RLUSD, Ripple’s dollar stablecoin (about $2.5 billion outstanding, backed by deposits and Treasuries, mostly held at BNY), and offer institutional custody. RLUSD is still issued by Ripple’s New York-regulated trust company, so the token now has both state and federal oversight ahead of the GENIUS Act stablecoin rules (CoinDesk).
RLUSD lands at Robinhood. RLUSD is live now on Robinhood Chain, Robinhood’s own layer-2 network, and on its Bitstamp exchange, with the main Robinhood app to follow later this year. Bitstamp will use RLUSD on the XRP Ledger for institutional settlement, and Robinhood will also use Ripple’s treasury and prime-brokerage services. It gives a bank-oriented stablecoin a big retail channel (Ripple; CoinDesk).
BNY now custodies XRP and RLUSD. BNY, already RLUSD’s main reserve custodian, now holds XRP and RLUSD for clients. Two further steps are plans, not live services: letting clients mint and redeem RLUSD directly through BNY (pending approvals), and tokenized trade finance on the XRP Ledger, starting with a C2FO pilot that would turn approved invoices into on-chain assets investors can buy (Ripple; The Block).
The Nasdaq-100 comes on-chain via Stellar. Janus Henderson and Centrifuge launched JQQQ, a fund issued on Stellar that tracks the Nasdaq-100. It’s sold only to eligible investors outside the U.S., and its shares give indirect economic exposure, not ownership of or shareholder rights in the index companies (Janus Henderson; CoinDesk).
Bessent floats a Treasury workaround after CLARITY stalled. At Ripple’s Swell conference, Treasury Secretary Scott Bessent said Treasury could use its “convening powers” to coordinate SEC and CFTC crypto oversight and set “guardrails” against crypto firms being cut off from banks. The market-structure bill failed a 49–50 Senate procedural vote in September. He announced no rule or timetable (TokenPost).
Sony’s Soneium launches its IP Vault. Last week’s plan is now live. On Soneium, the Sony-backed Ethereum layer-2, ipUSD is a dollar token minted and redeemed 1:1 against Startale USD or bridged USDC. It’s the entry ticket to IP Vault, which gives eligible users exposure to a $549 million Partners Group royalties fund, including The Weeknd’s catalog and Discovery’s TV library, targeting 7–9% a year. Standard exits wait 90–180 days for the fund’s redemption window, or you pay 5% to leave instantly (Soneium).
Briefly:
- OUSD goes live on zerohash. The crypto-rails provider behind firms like Marqeta and Visa Direct made Open USD available to all its partners on Base, Ethereum, Solana and Tempo, swappable against 15+ stablecoins on about 25 chains (GlobeNewswire).
- BlackRock, SBI and Startale eye a yen-stablecoin link. An exploratory MOU looks at pairing tokenized money-market funds with SBI’s JPYSC yen stablecoin for on-chain collateral; no fund, chain or date was named (Startale).
- Banks can run OpenAssets in their own AWS accounts. Banks keep their keys and data in their own cloud account and issue stablecoins, tokenized deposits, bonds or funds under their own brand on a dozen-plus chains (PR Newswire).
An MEV bot beats a hacker to $7.45 million. A trading team’s Safe multisig on Avalanche had given unlimited token approvals to an address that holds its pool contract on Base, Arbitrum and Ethereum but was empty on Avalanche. An attacker deployed a sweeper contract at that same address on Avalanche, but an MEV bot, an automated front-runner, got its transaction in ahead of the attacker and grabbed the assets first. The Safe’s owners have offered a 42,500 WAVAX bounty for their return. Lesson: an unlimited approval to a deterministic address is only as safe as every chain where someone else could claim it (Crypto Times).
More exploits. Radix DEX Ociswap lost about 1.14 million XRD to a flash-borrow-and-swap at a broken price (Radix Wiki). On BNB Chain, $300,000–400,000 was drained from Predict Fun users’ smart wallets and laundered through Tornado Cash; the cause isn’t confirmed (Crypto Times). NEAR game Harvest Moon lost 1.04 million GEAR tokens and $25,000 USDC from team funds; player wallets weren’t hit (Crypto Times).
Bitcoin near $81K before the Fed. Bitcoin slipped under $80,000 Tuesday, then recovered to near $81,000 overnight. Spot bitcoin ETFs took in $110 million Monday, and Glassnode says bitcoin whales on Hyperliquid have turned net short for the first time since June (CoinDesk; Motley Fool).
Health: protein around training, earlier dinners, 6-6-6 breathing
Well-trained athletes: about 0.9 g/kg/day of extra protein eased muscle damage. In a three-arm randomized trial, 54 well-trained athletes (48 finished) took a yeast–whey protein composite, whey alone, or water for 7 days before a hard eccentric-exercise protocol and for 48 hours after. The supplements supplied 0.9 g of protein per kg of body weight per day. The composite lowered the muscle-damage marker creatine kinase versus water (at 24 h in women, 48 h in men), and in men also lowered soreness and early strength loss. Whey alone did about as well. How to use it: before and during a hard eccentric block (downhill running, heavy negatives, a new sport), add protein on top of meals. Limits: the water control wasn’t calorie-matched, and the groups were small (Nutrients).
General population: protein plus lifting added about 7 kg to squat gains. A meta-analysis of 23 randomized trials in 611 healthy young adults found that adding protein supplements to resistance training improved squat strength by 7.4 kg and bench press by 2.6 kg more than training alone. The squat benefit showed up mainly in programs of 12 weeks or less, or when protein was taken around the workout and before sleep. How to use it: in a strength block, take a protein serving around the session and another before bed; expect a modest extra gain, largest in the first ~3 months. Limits: protein dose and source were inconsistently reported, and young adults only (Frontiers in Nutrition).
General population: a late dinner cut overnight fat burning without changing calories burned. In a tightly controlled crossover trial, 8 healthy young men ate identical meals on an early or a late schedule for 7 days each, then spent about 36 hours in a whole-room calorimeter. Calories burned were the same either way (about 1,880 vs 1,860 a day). But with late eating, the body burned more carbohydrate and less fat during sleep, and the day-night swing between fuels, a marker of metabolic flexibility, was about a third smaller. How to use it: shift calories earlier and avoid a heavy dinner close to bed. Limits: just 8 young men, one week per condition, and surrogate measures, not weight or blood sugar over time (Clinical Nutrition).
General population: 6-6-6 breathing raised heart-rate variability most. In a randomized trial of 60 healthy adults, five minutes of breathing 6 seconds in, 6 seconds hold, 6 seconds out raised heart-rate variability (measured with a Polar H10 strap) more than 6-in, 6-out breathing, and both beat a sham. How to use it: for a quick reset, try 6-6-6 for five minutes (about 3.3 breaths a minute). Limits: a single session; the authors say the effect of the hold can’t be separated from the slower breathing rate, and HRV is a stand-in, not a health outcome (Medical Sciences).
Skip CoQ10 for fitness. A meta-analysis of 33 trials (3,317 people with an average age of 40 or older) found CoQ10 didn’t clearly improve VO2max, strength, walking or muscle mass; the VO2max gain was 0.73 mL/kg/min, compatible with no benefit, and certainty was low across the board. Put the money into lifting, protein and creatine instead (Antioxidants).
Clinical group: exercise plus protein lifted cognitive scores in older adults. In a randomized trial of 140 South Koreans aged 60–80 with screening-identified cognitive impairment, a six-month remote program, two live 60-minute sessions a week (20 minutes each of aerobic, resistance-band and balance work) plus diet advice and 16 g of protein daily, raised MoCA cognitive scores 2.3 points versus controls at six months and 1.1 points at 12 months. Worth knowing for older relatives; it doesn’t show a benefit for healthy, active adults. The protein was supplied by a dairy company (Age and Ageing).
Clinical group: morning or evening exercise eased insomnia equally. In a crossover trial in 31 adults aged 60–80 with insomnia symptoms, two weeks of coached activity at 10 a.m. or 7:30 p.m. improved insomnia scores about equally; morning sessions moved the middle of sleep about 19 minutes earlier. Evening workouts didn’t hurt sleep (Sleep Medicine).
Clinical group: rheumatoid arthritis has an exercise sweet spot. Pooling 44 trials in 3,132 adults with RA, the biggest pain drop came at about 820 MET-minutes a week of resistance training and the biggest VO2max gain (4.75 mL/kg/min) at about 750 of aerobic work, roughly 190 minutes of brisk walking; more wasn’t clearly better. The authors call these provisional targets (Seminars in Arthritis and Rheumatism).
General and local
Iwo Jima statue suspect faces federal charges. The U.S. Attorney’s Office for the Eastern District of Virginia says Miguel Alonso Maldonado Soriano, 27, will face federal charges of damaging U.S. property and destroying a monument honoring the armed forces, each carrying up to 10 years, once he’s moved to federal custody. His next state court date is Jan. 11, 2027 (Potomac Local).
Gainesville High freshman critically hurt at bus stop. A 14-year-old was hit by a vehicle around 6:47 a.m. Tuesday at Heathcote Blvd. and Legend Dr. in Haymarket. The driver stayed; a second vehicle that may have been involved left. Her family says she’s awake after surgery (FOX 5).
Prince William revives tougher data-center noise rules. Supervisors brought back the stricter noise ordinance a resident committee drafted in 2025, after staff reported the watered-down version produced zero violations from 19 complaints in six months (Prince William Times).
Markets: AI chips up again, Fed at 2 p.m. The S&P 500 rose 0.60% Tuesday to 7,722.60 and the Nasdaq 1.18%, led by chips after a bank group announced $63 billion in financing tied to Broadcom technology for Anthropic. Boeing fell 10.7% on a bigger-than-expected loss; UPS rose 5.8% on a raised outlook. The Fed is expected to hold at 3.75%–4% today, with traders pricing a December hike; Microsoft and Alphabet report after the close (CNBC; Yahoo Finance).
Briefly:
- Herndon shooting. A Herndon man faces felony charges after an argument at the Dulles Greene apartments led to a domestic-related shooting; two men were wounded, neither life-threateningly (WTOP).
- Fatal Dumfries crash. A 30-year-old motorcyclist was killed Monday night in a collision with an SUV on Dumfries Rd. (DC News Now).
- Drug Take Back haul. Fairfax police collected 1,071 pounds of unused medications (FCPD).
- The Halloween indicator. The Stock Trader’s Almanac says that since 1950, $10,000 invested only from November through April each year grew to about $1.3 million, while the same money invested only May through October shrank to about $4,300. The “best six months” start Monday (Yahoo Finance).
Lighter note: a red carpet for shelter dogs. On Sunday the third annual Kukur Tihar USA, based on the Nepali festival that honors dogs, came to the Prince William County Animal Services Center on Bristow Road. Dogs got marigold garlands, blessings and a red-carpet walk to promote adoptions. The shelter allowed it on its grounds but drew one line: no red tika marks on the dogs (Potomac Local).

Russia: Voronezh and Moscow
Voronezh and Moscow. Gov. Gusev says 34 drones were destroyed over Voronezh and the region overnight; preliminary reports say no one was hurt, and debris damaged a private house and a car. The drone alert lasted about 10 hours 40 minutes, with two missile alerts. Vnukovo, Domodedovo and Zhukovsky ran restricted from early morning until 08:40 Moscow time, with some cancellations (MK Voronezh; Interfax).
Bottom line
Ripple had a banner day: a federal trust bank, Robinhood distribution and BNY custody. And on Avalanche, the luckiest break of the week went to a bot. In Health, keep protein around training and before bed, eat dinner earlier, and skip CoQ10. Locally, the Iwo Jima case is going federal, and Prince William’s shelter dogs got the red-carpet treatment. Voronezh had another long drone night with minor damage, and the Fed decides at 2 p.m. ET.
